Where importers overpaid

Goods from a trade partner can enter at a reduced or zero rate of duty. These tables show how much entered at the full rate instead: imports that were eligible for a preference and did not use it, by market, partner and product sector. Every figure is from the customs authority or the European Commission; the source is named under each table.

Method and sources

"Paid the full rate" is the value of goods, not the duty. The duty left unclaimed depends on the tariff line; for clothing and footwear it is typically 8 to 12% of the goods value, for machinery 1 to 3%. We publish no estimate of duty on these pages. An importer's own figure comes from its declarations: check your report, free, on your own computer.

Figures are reproduced as published and rounded for display; totals may not sum because of rounding. The Commission marks its 2025 workbook as draft; it will be refreshed here when the final version is published. The UK statistics are for 2024, the latest year published by the Department for Business and Trade.
